Increasing supply requires building new roads, widening existing roads, building more parking spaces, operating more transit services. This can be expensive, time consuming, and in many instances unacceptable to business, governments, and/or the general public.
The demand for travel and parking can be influenced by Transportation Demand Management (TDM) programs. Typical TDM measures include incentives to use transit, ride-sharing, parking management, alternative work schedules, bicycle and pedestrian improvements, better management of existing resources, and telecommuting. TDM can be seen as any action or set of actions aimed at influencing people’s travel behavior in such a way that alternative options are presented and/or congestion is reduced.
These are relatively inexpensive measures that can be implemented quickly. Most TDM programs are endorsed by government agencies and the general public. Careful planning and marketing is required to gain employee and user acceptance.
