Traffic and parking problems can be solved in one of two ways: (1) increase supply or (2) decrease demand.  

Increasing supply requires building new roads, widening existing roads, building more parking spaces, operating more transit services.  This can expensive, time consuming, and in many instances unacceptable to business, governments, and/or the general public. 

The demand for travel and parking can be influenced by Travel Demand Management (TDM) programs.  Typical TDM measures include incentives to use transit, ride-sharing, parking management, alternative work schedules, bicycle and pedestrian improvements, better management of existing resources, and telecommuting. 

These are relatively inexpensive measures that can be implemented quickly.  Most TDM measures are endorsed by government agencies and the general public.  Careful planning is required to gain employee and user acceptance.

TDM programs must be tailored to the specific project and user groups.
