Jefferson Commons is a 533,5000 gross square feet (GSF) retail shopping center, including five outparcel sites, serving the City of Newport News and surrounding area.
Wells + Associates first provided a preliminary transportation feasibility assessment to identify pertinent circulation, access, and transportation issues. A comprehensive traffic impact study was then completed which recommended improvements to mitigate future traffic including the construction of turn lanes, optimal lane usage, and signal timing changes. Other traffic engineering services including a traffic signal warrant study, turn lane storage analysis, a new traffic signal design, and a traffic signal modification were provided. Saturday traffic counts and analyses were performed because of the proposed retail. Issues concerning a limited access line for an interstate highway system adjacent to the site were discussed and resolved.
Throughout the study and planning process, Wells + Associates worked closely with City of Newport News staff, the Virginia Department of Transportation, and the project team to resolve transportation issues.
