Town Center is the center of Columbia’s economic and cultural life. Conceived in the mid-1960’s, Columbia has developed in phases over the past 40 years.
Town Center consists of 570 acres, 87 of which are available for new development or redevelopment.
The community and General Growth Properties (GGP) envision a future with 5,500 new residential dwelling units and more than 6,000,000 S.F. of additional commercial development.
Wells + Associates was retained by GGP to evaluate the transportation impacts of growth in Town Center. Wells + Associates identified three “bottlenecks” that currently limits the traffic-carrying capacity of the downtown street network and other challenges.
Wells + Associates identified the ability of the existing transportation system to accommodate significant new development.
Short- and long-range transportation solutions were identified, including: construction of a fine-grained, connected local street network; improved access to U.S. 29; re-configuration and improvements to the “bottleneck” intersections; traffic signal system changes; public transportation improvements; pedestrian and bicycle enhancements; shared parking; and travel demand management (TDM) measures.
Appropriate changes to the Howard County Adequate Public Facilities Ordinance (APFO) and traffic study guidelines also were suggested. |
