Wells + Associates conducted a traffic impact analysis and developed a Transportation Management Program (TMP) for the proposed expansion of the James J. Rowley Training Center (JJRTC).  The impact study was prepared in accordance with Maryland-National Capital Park and Planning Commission (MNCPPC) and Maryland State Highway Administration (SHA) guidelines for traffic impact studies.  The MNCPPC guidelines require an analysis of the existing morning and evening peak hour conditions and future peak hour conditions (the projected build-out year of the project) with and without the proposed project at each of the study intersections.  The JJRTC expansion will increase the existing site development to include a 51,000 square foot multi-purpose building and a 200-bed dormitory building to be completed by 2010.

A Transportation Management Program (TMP) was developed for the site in accordance with the “Federal Agency Transportation Management Program Handbook”.  The goal of the JJRTC TMP is to reduce single occupancy vehicle (SOV) trips and increase carpools and public transit trips during peak hours in order to support community and national efforts to reduce traffic congestion and vehicle emissions, and to comply with NCPC and federal mandates.  Some of the TMP elements included: (1) designation of an Employee Transportation Coordinator, (2) use of public transportation or ride sharing, (3) parking management, and (4) alternative work schedules, such as flextime, compressed workweek, and/or staggered work hours.
