Wells + Associates was retained by the City of Hopewell, Virginia to prepare the transportation component of a downtown revitalization plan.
Downtown Hopewell currently is a governmental center, with moribund retail uses, substandard housing, and large amounts of land dedicated to surface parking. The revitalization plan calls for incorporating business, retail, restaurants, and civic uses into the city.
Hopewell’s majestic location, alongside the Appomattox River, provides the opportunity for it to be a grand city. Additionally, the city is located within close proximity to I-295.
Wells + Associates recommended street network changes, traffic operations improvements, and a comprehensive parking plan to support the following new uses:

Development of a water amenity utilizing the bordering Appomattox River |

Addition and enhancement of retail, commercial, and restaurant uses; |

Placement of a hotel on the property adjacent to the Appomattox River |
