The new Scaggsville Road (MD 216)/Stephens Road interchange unlocked the development potential of one of the largest undeveloped tracts in Howard County, Maryland.
The limited capacity at two heavily traveled at-grade intersections and Howard County’s Adequate Public Facilities Ordinance (APFO) precluded development of 570 acres of property owned by the Howard Research and Development Corporation (HRD), a subsidiary or The Rouse Company, which now is owned by General Growth Properties (GGP).
HRD purchased the right to break the limits of I-95 access control and funded the planning, design, and construction of the new interchange. The additional capacity afforded by the new interchange, and a similar interchange west of I-95, allowed HRD to pass the test for adequate public facilities for 1,200 homes, a 144,000 S.F. village center, and 1,251,000 S.F. R&D space.
Wells + Associates was retained by HRD to: (1) identify and evaluate dozens of alternative at-grade intersection and grade-separated interchange designs, (2) prepare long-range traffic forecasts at the existing I-95/MD 216 interchange, the two new junctions with MD 216, and numerous at-grade intersections, (3) conduct link, weave, merge/diverge, ramp, and intersection capacity analyses, and (4) work with a team of civil engineers to prepare final design plans.
The trumpet interchange design that was selected, built, and opened to traffic was approved by HRD, Howard County, and the Maryland State Highway Administration (MSHA).
