Carter’s Crossing will transform an abandoned truck stop into a vibrant retail center. The site is located in the heavily-traveled I-95 corridor, between Washington and Richmond, in the northwest quadrant of the I-95/U.S. 17 interchange in Stafford County, Virginia.
Wells + Associates currently is conducting a traffic impact study in support of the Silver Company’s proposed 254,000 S.F. retail center, which will include a Target department store, in-line shops, a car dealership, and several restaurant and bank outparcels.
Access to the site would be provided along Stanstead Road at its intersection with U.S. 17. Stanstead Road will be redesigned as part of the project to provide safe and efficient access points for the various driveway locations along the roadway.
Wells + Associates identified the road improvements needed to support Carter’s Crossing. This process included defining an appropriate study area, identifying specific issues to be addressed in the analysis through meetings with the local officials, extensive data collection, and coordination with local agencies and engineering firms. The traffic analysis includes traffic forecasts, operational analyses, and recommendation of geometric improvements. |
