The Block at Orange is an innovative shopping, dining, and entertainment complex with 800,000 S.F. Gross Buildable Area. The Block offers more than 100 stores and specialty shops, a wide choice of eateries, designer bowling alley, surf shop, skate park, and a 30-theater AMC Cineplex. To draw additional patrons during non-evening hours, The Mills Corporation, a self-managed real estate investment trust (REIT) based in Arlington, Virginia, proposes an expansion to augment the existing restaurant / entertainment oriented offerings, to include additional retail and restaurant space, 300 hotel rooms and 500 residential apartments.
Wells + Associates, Inc., retained by the Mills Corporation, conducted a comprehensive parking study in 1998 which established a shared parking program with the One City Tower office building for use of parking after 6:00 PM.
In 2003, Wells + Associates updated the shared parking study for the proposed expansion. Parking occupancies at The Block at Orange indicated that the peak parking demand hour occurs during the evening and nighttime hours: 8:30 PM weekday, 9:30 PM Friday and 10:00 PM Saturday. The future parking analyses established that the parking supply in the area would adequately accommodate the forecasted parking demands of the project on weekdays. Wells + Associates also concluded that subsequent to the site expansion, approximately 1,504 surplus parking spaces would be available during weekday hours. Thus, approximately 376,000 S.F. of additional office space along with the proposed expansion could be accommodated by the site. |
