Middleburg is the world-renowned center of Virginias horse and hunt county. It attracts thousands of tourists annually and is one of Virginias oldest and most carefully preserved towns. It is also the day-to-day retail and service center for rural southwestern Loudoun County.
Wells + Associates was retained by the Town of Middleburg to conduct a parking study to determine how many parking spaces are needed to sustain day-to-day retail and employment activities and special events, and how the Towns parking system should be operated.
Through the use of parking counts, parking turnover surveys, merchant surveys, and key person interviews, Wells + Associates determined that Middleburg has a sufficient parking supply to meet most parking needs on typical weekdays and Saturdays, but not enough spaces to meet peak season weekend day, holiday, or special event parking demands.
To provide more parking during special events, Wells + Associates recommended combining small, individual, private lots into larger, more efficiently laid out, well-lighted, asphalt lots; using open areas within the Town as temporary, unimproved lots during special events; and providing remote parking at nearby open areas outside of town. We also recommended limiting meter parking to two hours; more rigorously enforcing curb parking regulations; operating curb spaces, the municipal lot, and private lots as a unified system; installing new guide signs; preparing a new parking brochure; and retaining current parking fees and fines. |
