Downtown Parking Policy Study
Coral Gables, Florida
Wells + Associates was retained by the City of Coral Gables to conduct a downtown parking policy study.  This study encompasses over 80 city blocks, which includes the Central Business District (CBD), the Business Improvement District (BID), and historic Miracle Mile shopping district.
 
Existing and future demand for short- and long-term parking was estimated for each block based on existing land uses, parking occupancy counts, and future development proposals.  These estimates considered synergy and shared parking among the various land uses.  Existing and future parking surpluses and deficits were identified for each block.
 
This study evaluated a broad range policies, including the importance of short- vs. long-term parking, parking fees and limits in comparable downtowns, parking fees in Coral Gables, time limits, allocation parking permits, over-subscription of permit parking, code parking requirements, construction of additional parking spaces, parking location, parking promotion, valet parking, shared rides and transit, and zoning ordinance modifications.
 
The study identified a future deficit in the BID of approximately 869 spaces, if the existing retail and other spaces are fully occupied by successful tenants.  This deficit can be adequately accommodated by an additional level of parking that will be provided on three re-development sites and spaces that could be provided at three alternative sites located within the BID.
