Ritchie Rubblefill is located on Ritchie Marlboro Road in Prince Georges County. Pleasants Companies, the owner and operator of this rubblefill, is licensed through the State and County to accept construction, land clearing, and yard waste debris to either dispose of it in the landfill area or to recycle.
Application was made by the Pleasants Companies to expand their existing operations onto an adjacent property. Wells + Associates was retained by Pleasants Companies to provide a traffic impact analysis, accident analysis, haul route review, and transportation planning services.
Wells + Associates also provided expert testimony for the zoning and development review process before the Maryland-National Capital Park and Planning Commission (M-NCPPC) and before the Prince George’s County Zoning Hearing Examiner.
The impact study analyzed nearby intersections and the changes resulting from the then planned interchange of Ritchie Marlboro Road and the Washington Beltway (I-95). A trip generation study was undertaken to determine the number of truck trips generated by this site during the course of their operating day. The impact of the proposed expansion was determined based on these data.
Hours of operation, safety measures, and haul routes were recommended and implemented based on the results of our analysis and meetings with the adjacent property owners, which ensured minimal impact on the adjoining roadways.
The Pleasants Companies’ special exception application was approved by the M-NCPPC staff and Prince George’s County Planning Commission. |
