In response to the recent Clean Air Act Amendments, the State of Maryland issued a Request for Proposals in June 1992, to develop a statewide vehicle emissions inspection program. This program encompasses the City of Baltimore and the 12 most urbanized counties in the state. The program requires all vehicles registered in these areas to be inspected every other year in accordance with more stringent Environmental Protection Agency (EPA) standards.
Wells + Associates was retained by Environmental Systems Products, Inc. to design a statewide vehicle inspection station network that met the RFP's population coverage and wait time requirements, and to assess the site traffic impacts at 18 specific station locations.
Wells + Associates identified the number of inspection lanes needed in each county and metropolitan area to satisfy peak day and peak hour demand within acceptable waiting times. Peak day, peak hour, and midday traffic demand at each site were determined based on this analysis. The impacts of this traffic on adjacent public streets, residential neighborhoods, and nearby commercial properties, and the need for roadway improvements to mitigate these impacts, was also identified. |
