Marymount University
Arlington County, Virginia
Marymount University has a severe parking shortage.  Nearly all of the university’s 700 parking spaces are filled to capacity on most weekday afternoons by faculty, staff, resident and commuter students, and visitors.

The university recently was granted approval by the Arlington County Board to construct a 370-space, four-level, below-grade parking garage on the site of an existing 169-space surface parking lot.  Vehicular access to the second parking level will be provided on Yorktown Boulevard.  A public plaza will be built at the same elevation as 26th Street and Old Dominion Drive.  A pedestrian bridge will link the plaza, over Yorktown Boulevard, to Marymount’s main campus.  About 53,000 S.F. of classrooms and 239 dorm beds will be built on three levels above and three levels below the plaza.

Wells + Associates was retained by the university to evaluate the traffic impacts of this new structure and prepare a Parking Management Plan (PMP).  Wells + Associates recommended locating the new garage driveway directly opposite the driveway to Marymount’s existing parking garage, re-striping Yorktown Boulevard to create left turn lanes, and off-site street improvements.

The 13-point PMP includes: shuttle bus service linking the main campus, Ballston campus, and Ballston Metro; a Transportation Management Plan (TMP); parking permits; event parking; and a loading management plan.

Consensus among the university, County, and neighbors was achieved through a facilitated design and review process.  Wells + Associates’ work was endorsed by an independent peer reviewer.
