 Wells + Associates was retained by a joint venture of The Ethyl Corporation and the City of Richmond to conduct a traffic impact analysis for the Ethyl Corporation Master Plan on the James River in downtown Richmond, Virginia. The Ethyl Corporation property is planned to be developed as office and corporate headquarters uses totaling approximately 3.5 million square feet.This traffic study identified the road improvements needed to support the master plan through its various construction stages. It also considered the traffic impacts of adjacent development proposed by the Richmond Riverfront Development Corporation. This effort included meetings with The Ethyl Corporation and City staff to define an appropriate study area, identifying specific issues, an extensive data collection effort, and coordination with local agencies. The analysis quantified internal and external trip making characteristics between compatible land uses, and examined the operations of Byrd Street, 2nd Street, and the planned 5th Street connector project. |
