The Vanguard Group, one of the leading mutual fund corporations in the United States, has proposed the construction of 2.5 million square feet of office space for 8,000 employees on a 246-acre site in the northwestern suburbs of Philadelphia, Pennsylvania. The site is located at the Downingtown Exit of the Pennsylvania Turnpike, and fronts on PA Route 100.
Vanguard voluntarily proffered a travel demand management (TDM) program consisting of car-/van-pool incentives, incentives to use transit, and shuttle bus service.
The project was approved by the Uwchlan Board of Supervisors, Chester County, Pennsylvania.
Wells + Associates conducted a comprehensive traffic impact study that identified short- and long-range road improvements required to adequately accommodate various phases of the Vanguard development, including:

A grade-separated interchange with direct access
between the Vanguard site, the Pennsylvania Turnpike,
Pennsylvania Route 100, and Sheree Boulevard. |

A continuous loop road service six independent terraced
parking structures containing 10,000 parking spaces. |

Improvements to eight (8) off-site, at-grade intersections
in the immediate vicinity of the site. |
