Cosner’s Corner
Traffic Impact Study - Spotsylvania County, Virginia
Wells + Associates conducted traffic impact studies for the planning and development of Cosner’s Corner in Spotsylvania County, Virginia.  Specifically, the site is located on the east side of Route 1, just south of its intersection with Route 17. 

The owners of the center, Silver Companies, are in the process of constructing approximately 830,000 S.F. of retail uses.  The proposed new uses include several large anchors, in-line shops, and numerous outparcels such as restaurants and banks. 

Wells + Associates identified the road improvements necessary to support the development as part of the approval process.  This included defining an appropriate study area, identifying specific issues to be addressed in the analysis through meetings with the local officials, an extensive data collection effort, and coordination with local agencies and engineering firms.  The traffic analysis included traffic forecasts, operational analysis, and geometric improvements associated with the contruction of Relocated Route 17, which will provide the main access to the shopping center and improve upon the deficient intersection of Route 1/existing Route 17. 

In addition, Wells + Associates has completed the traffic impact study for a second phase of development at Cosner’s Corner, which would accommodate an additional 213,000 S.F., include a home improvement store, new retail space, a gas station, and a fast-food restaurant.  The additional development would be located just south of the proposed Spotsylvania Parkway and east of Route 1.  The Phase II analysis included the approved Phase I development and determined the improvements necessary to mitigate the additional phase of development.
