The Foulger-Pratt Companies and the Petersen Companies have proposed a plan that will finally restore the deteriorated Silver Spring business district to its heyday as a bustling town center of offices, stores, and movie theaters. This $321 million project will be supported by $132 million in state and county funds.
The Downtown Silver Spring project consists of portions of four (4) city blocks, generally bounded by Georgia Avenue on the west, Colesville Road on the north, Cedar Street on the east, and Wayne Avenue on the south, and the following uses:

Wells + Associates demonstrated that the existing public road network, with only minor modifications, could adequately accommodate site-generated traffic volumes and vehicle queues. The project will have no adverse impacts on pedestrians, bicyclists, or adjacent residential neighborhood streets. Wells + Associates also provided expert witness testimony in support of the closure of Pershing Drive.
These analyses also took into account nearly 1,000,000 S.F. of currently vacant office space in 17 buildings, the proposed Silver Theater renovation, and the approved Silver Triangle and City Center expansion projects.
