I-395 Air Rights - Washington, D.C.
Louis Dreyfus Property Group (LDPG) proposes to develop a four-building, two million square foot, mixed-use project on air rights over the “Center Leg Freeway” (I-395), in downtown Washington, D.C. This three-block-long site is bounded by Massachusetts Avenue on the north, E Street on the south, 2nd Street on the east, and 3rd Street on the west.

This project would remove what Councilman Jack Evans calls a “big scar running through the center of our city”. LDPG proposes to re-connect F Street for vehicles, pedestrians, and bicyclists, and re-connect G Street for pedestrians and bicyclists only. The southbound I-395 off-ramp would be eliminated, and the southbound on-ramp and northbound off-ramp would be re-configured.

Wells + Associates was retained by LDPG to study the traffic, transit, parking, pedestrian, and bicycle impacts on: (1) the I-395 mainline, (2) six on- and off-ramp junctions, (3) 26 intersections of the City’s arterial, collector, and local street network that was laid out by Pierre L’Enfant, and (4) adjacent property owners, including the Georgetown University Law School campus to the east.

Wells + Associates evaluated speeds, delays, levels of service, and queues based on existing traffic counts and 2021 traffic forecasts, with and without the proposed project. The traffic forecasts included traffic that will be generated by 21 pipeline projects and background traffic growth.
