Emerson
Howard County, Maryland
Emerson is a 570-acre site, located at the I-95/MD Route 216 interchange, planned for a mixed-use “community of families” by General Growth Properties (formerly the Howard Research and Development Corporation/The Rouse Company).  It is planned for a mix of single-family homes, town homes, and apartments, arranged in enclaves around 215 acres of landscaped and natural open spaces.  Emerson ultimately will include 1,200 residential units, a 144,000 S.F. village center, and 1,251,000 S.F. research and development space.  A new master-planned “loop road” will connect to MD 216 both east and west of I-95.

Wells + Associates prepared a generalized traffic statement supporting the re-zoning of the property to MXD and Traffic Impact Study supporting three separate Comprehensive Sketch and Subdivision Plans.

Wells + Associates also prepared a road improvement phasing plan, long-range travel demand forecasts, and alternative plans for connecting the new loop road to MD 216 on both sides of I-95.

Wells & Associates also provided expert witness testimony.
